This research endeavors to identify the reasons behind the lack of human rights fulfillment of children with HIV/AIDS in Indonesia. This research will put a strong emphasis on the fulfillment of their rights to education, although other related children’s rights as mentioned by the Convention on the Rights of the Child (1989) will not be neglected.. Departing from a right-based approach, this research assumes that certain rights-fulfillment conditions are shaped mainly by the dynamics of rights-duties relation. Based on this theoretical lens, this research will seek the causes of the lack of human rights fulfillment among people living with HIV/AIDS (PLWH) in three indonesian cities: Jakarta, Solo, and Surabaya.
